I wish to remind the international community of its duty to protect civilians, including Syrian refugees and members of the host community who live together in difficult humanitarian conditions, and who have the right to live in safety and dignity, free from the threats of organized violence, systematic intimidation, or retaliation. These acts of aggression affect the physical, psychological, economic, and social well-being of the host community and also impact hundreds of thousands of Syrian refugees under the mandate of the United Nations High Commissioner for Refugees (UNHCR) according to international law, exacerbating multi-dimensional crises in the country and increasing feelings of fear, instability, and humanitarian suffering.
I call upon United Nations (UN) agencies in Lebanon and humanitarian and human rights organizations to enhance emergency humanitarian and medical response efforts in the country, by providing generous support to the host community and Syrian refugees in these challenging circumstances, and to expand outreach to encourage the international community to exert effective pressure to protect all residents from all forms of violence and acts of aggression and prevent the escalation of conflict.
